National Government underfunded counties in the fight against COVID-19|Oparanya!

Governor H.E Dr Wycliffe Oparanya has lamented that County Governments did not benefit much from Covid-19 donations by donors.

He said the devolved units received Ksh 5 billion from over Ksh 200 billion donated towards the fight against the pandemic.

“County Governments were inadequately funded to fight Covid-19 yet the Counties carried the biggest burden in the fight against Covid-19,” said Governor Oparanya.

He noted that Counties were at the forefront to fight the novel virus and it could have been prudent for Counties to get at least Ksh 100 billion.

However, the Governor said Covid-19 was a blessing in disguise to the counties as they were able to improve health sector.

He said for instance Kakamega had only six ICU beds but now has 30 ICU beds.

“Our neighbors Vihiga County had no ICU beds but now they have 10 which is a remarkable improvement in the health sector for the benefit of our people,” he said.

He urged the National Government to transfer functions that should be handled by the Counties.

He said functions like drilling boreholes in the water sector should be handed to Counties.

“Agriculture is fully devolved but sometimes you find that the Cabinet Secretary steps on the toes of the Governors because there is duplication of functions and this affects the absorption rate by the Counties,” he said. More
